This is a translation. In case of any difference, the Romanian version prevails.
1 What Nedrept is
Nedrept is a civic initiative without legal personality: it is not an association, a foundation or a company. Its operator is Gabriel Popa, a natural person.
The nedrept.ro site collects documented cases in which the Romanian state acted against individuals. Each case is divided into stages, made up of facts, each with a date and a source.
The texts describe what happened and where it can be checked, not what someone should do in their own situation. The site does not give legal advice; for a personal problem, you need a lawyer.
The site does not accept case submissions from the public; cases are researched and written by the site's editor.
2 Facts and sources
A fact is a single sentence, with a date and at least one source. A sentence without a source is not published.
Types of source:
- official: a document issued by an institution, for example a court judgment or a council decision;
- press: an article published by a newsroom;
- statement: the person's own words.
States of a fact:
- confirmed: at least two independent sources, from different issuers, or one official document;
- single source: one source only, which is not official;
- disputed: another source contradicts that very sentence.
When sources contradict each other, the site shows all versions, each with its source. The reader compares and decides.
About the people who acted on behalf of the state, the site writes only the position held, the act signed or voted and the document that proves it.
Each source links to the original and, where one exists, to an archived copy. Nedrept also keeps private copies of some documents, which are not published. The site shows only their download date and their SHA-256 fingerprint: a code calculated from the content of the file, which changes if the file changes by a single character.
3 Corrections and right of reply
Anyone can report an error in a published fact. A person named in a case can also ask for their own response to be published (the right of reply). The request can also be sent through a representative, with proof of the authorisation.
The request is sent to [email protected] and includes:
- the address of the fact's page (each fact has its own address);
- what is wrong or what is missing;
- the document or source that shows the correct version;
- for a reply: its text and the capacity in which you are writing.
Nedrept responds no later than one month after receiving the request. For a complex request, this period can be extended by two further months at most; the extension and its reason are communicated within the first month.
The outcome can be:
- the fact is corrected, if the source sent shows that the sentence was wrong;
- a version is added: the source sent appears next to the existing one, each with its evidence, and the fact moves to the "disputed" state;
- the reply is published next to the fact it refers to, as a source of the "statement" type;
- the fact stays unchanged, and the response explains why.
Only a reply about a fact published on the site is published.
If you do not receive a response within this period, you can write again to the same address.
4 How you can reuse the content
The texts written by Nedrept are published under the Creative Commons Attribution-ShareAlike 4.0 International licence (CC BY-SA 4.0). You can copy, distribute and adapt them, including for commercial purposes, on two conditions:
- attribution: you show that the text comes from Nedrept, give the page address and state that the licence is CC BY-SA 4.0;
- share-alike: if you modify the text, you publish your version under the same licence.
Next to each fact, the site offers a suitable form of attribution: the title, the fact identifier, the date, "Nedrept", the page address and the verification date.
The licence covers only the text written by Nedrept. The documents cited, press articles and statements remain the property of their authors, with their rights; check the rules of each source.

5 Links to external sources
Nedrept does not control the external sites it links to (courts, institutions, newsrooms, archives) and is not responsible for their content, their availability or the way they process visitors' data.
An external page can change or disappear after it is cited. Next to each source, the site shows, where one exists, an archived copy and the verification date.
6 Limits of liability
Each fact is written on the basis of the sources available on the verification date, shown on the site. A source can change after that date, for example when a judgment is set aside by a higher court.
The site does not give legal advice. Nedrept is not liable for decisions made only on the basis of the texts on the site, without checking the sources.
The site can be temporarily unavailable, without prior notice.
These limits do not exclude any liability that Romanian law does not allow to be excluded.
7 Languages of the site
The site is written in Romanian and has English and French versions. If a translated text differs from the Romanian one, the Romanian text prevails.
Each translation shows its state: reviewed, or "automatic translation from Romanian, not reviewed". If the Romanian text changes, the site displays the Romanian text until a new translation is available.
8 Applicable law
These terms and the use of the site are governed by Romanian law. A dispute related to the site is decided by the Romanian courts that have jurisdiction under the law.
9 Changes
These terms may change. The date of the last change appears at the top; each change appears below, with its date.
